Russia’s Emergency Control Ministry (EMERCOM) enables user identification via ESIA for citizen submissions
About the project:
EMERCOM of Russia is responsible for management, coordination, oversight, and response in the areas of civil defense, protecting populations and territories from emergencies, ensuring fire safety, and safeguarding people in water bodies.
In 2019, on both federal and regional EMERCOM websites, citizens were provided the opportunity to access their personal account using ESIA and submit requests after undergoing identification through ESIA. The Blitz Identity Provider acts as an integration gateway with ESIA.

Project objective:
- Enable user identification via ESIA for citizen submissions.
- Allow access to EMERCOM’s personal account through ESIA.
Key results:
On the federal and regional websites of EMERCOM of Russia, citizens can now log into their personal accounts using ESIA and make submissions after undergoing identification via ESIA.
The integration of the Blitz Identity Provider as the ESIA integration gateway allows EMERCOM applications to connect to the Blitz Identity Provider using the standard OpenID Connect. The Blitz Identity Provider undertakes the task of invoking ESIA, taking into account its interaction specifics.
The web management console provided in the Blitz Identity Provider enables EMERCOM administrators to view information about users who have undergone identification through ESIA, as well as an access event log.
Note: “ESIA” refers to a unified system for identification and authentication in digital government services in Russia.
